Japan Society for the Study of Obesity: Women With Girth Over 80 Centimeters (31.5 inches) May Be ?Excessively Fat?

Japan may soon have a new definition of fatness:

The Japan Society for the Study of Obesity (JASSO) is considering including women with a body mass index (BMI)?a measure of weight relative to height?of below 25 but a waist circumference of above 80 centimeters as excessively fat.

People with a BMI of less than 25 are not considered overweight under current guidelines.

The government-set conditions for being obese include a BMI of 25 or more, health problems such as a lipid abnormality and high-blood pressure, and having an abdominal girth of 85 centimeters or more for men and 90 centimeters or more for women.

The Health, Labor and Welfare Ministry uses these figures when deciding whether a person has metabolic syndrome in a special health check program for people aged from 40 to 74.

However, experts have pointed out that the risk of arteriosclerosis and other health problems increases for people with excessive visceral fat even if their BMI is below 25.

I am not sure what percentage of the Japanese population would be considered obese under the JASSO or Japanese government standards, but a recent English language news article states that Japan?s rate of obesity is 2.9 percent for men and 3.3 percent for women.

GM to add more steel to Volt to protect battery

(AP) ? General Motors is advising Volt owners to return their electric cars to dealers for repairs that will lower the risk of battery fires.

The company hopes that, by adding steel to the plates protecting the batteries, it will ease worries about the car's safety. Three Volt batteries caught fire after government crash tests last year, prompting a federal investigation and sending GM engineers scrambling to find a fix.

Eligible for the free repairs, announced Thursday, are 8,000 Volts on U.S. roads and another 4,400 still for sale. The cars are covered by a "customer satisfaction program" run by GM, which is similar to a safety recall but allows the carmaker to avoid the bad publicity and federal monitoring that come with a recall.

GM and federal safety officials believe last year's fires were caused by coolant leaking from damaged plastic casing around the batteries after side-impact collisions. The coolant caused an electrical short, which sparked battery fires seven days to three weeks after the crashes. No owners have reported fires after crashes.

GM has a huge incentive to fix the problem and protect the Volt's image. Although the car isn't a big seller ? it's fallen short of sales goals ? it burnishes GM's image as a greener, more innovative carmaker.

The safety stumble could make it even harder for the Chevrolet Volt to compete with rival electric cars such as the Nissan Leaf. To contain the bad publicity after the fires, GM last year offered to buy back Volts from worried owners.

Adding the steel will spread the force of a crash over a larger area, says Mary Barra, GM's product development chief. Tests by GM and the government have shown that the repairs, to start in February, will prevent battery damage and coolant leaks.

"We have made the Volt even safer," says Mark Reuss, GM's North American president.

GM has done crash tests on four reinforced Volts and found that the fix worked. The National Highway Traffic Safety Administration also has crash-tested a Volt with the added steel.

"The preliminary results of the crash test indicate the remedy proposed by General Motors today should address the issue," the federal safety agency says.

The agency will monitor the crashed car for another week as it continues its investigation.

NHTSA critics have accused the agency of going easy on GM because the government still owns 26.5 percent of the company's shares and the Obama administration has urged more sales of electric cars to end U.S. dependence on foreign oil.

GM nearly ran out of cash and needed a $49.5 billion government bailout to survive bankruptcy protection in 2009. The government took that stake in the company in exchange for the aid.

But Clarence Ditlow, executive director of the Center for Auto Safety, a watchdog group, says he sees no evidence of a government conspiracy, adding that NHTSA frequently lets automakers use safety campaigns when there should be recalls. He blames that on the agency having too few investigators to regulate such a large industry.

NHTSA spokeswoman Lynda Tran declined comment on the criticism.

NHTSA agreed to allow "safety campaigns" instead of recalls in the 1990s under pressure from the auto industry, Ditlow said. There is little difference between the two other than that NHTSA monitors recalls and makes sure more owners take their cars to dealers to have the repairs made, he says.

"Safety campaigns are a kinder, gentler form of a recall," he says. "It's trying to put a good name on a safety recall."

GM sold 7,671 Volts last year, falling short of its goal of 10,000. Its main competitor, Nissan's Leaf, sold 9,674. The Volt had its best month ever in December with 1,529 sales, but a GM executive conceded this week that the battery fires may have affected sales.

"There has been some uncertainty in the market," says Alan Batey, vice president of GM's Chevrolet division. "We do believe that uncertainty will go away."

News of the fix helped GM stock. Shares rose $1.02, or nearly 5 percent, to close at $22.17.

The Volt has a T-shaped, 400 pound (181 kilogram) battery pack that can power the car for about 35 miles (56 kilometers). After that, a small gasoline generator kicks in to run the electric motor. The car has a base price of about $40,000.

NHTSA began studying the Volt batteries after a test car caught fire last June. The fire broke out three weeks after a side-impact test.

At first, GM blamed NHTSA for the June fire, saying it should have drained the battery to prevent any fires after the test. But the company quickly retreated and said it never told NHTSA to drain the battery. GM executives also said there was no formal procedure in place to drain batteries after crashes involving owners.

NHTSA opened an investigation into the Volt's safety in November following that fire and two others that occurred after tests.

Now the company sends out a team to drain the batteries after being notified of a crash by its OnStar safety system.

Publicity about the fires touched off a massive effort by GM engineers to find the cause and fix the problems quickly. In December, GM CEO Dan Akerson said the company would buy back Volts from any owner who wasn't satisfied. Earlier, the company offered free loaner cars to Volt owners if they were concerned about safety.

So far, about 250 of the owners have asked for a loaner or a buyback.

Last month Akerson said GM wanted to fix the problem quickly to help its customers ? and to help electric cars in general. "It's better to get it right now," he said.

Once parts for the repairs are available, GM plans to contact all Volt owners and advise them to set up an appointment for the work to be done. Reuss said the repairs should take two to three hours.

The company also will add steel in all North American Volts and European Opel Amperas produced in the future at a Detroit factory.

(AP) ? Orthodox Christian worshippers plunged into chilly waters across southern and eastern Europe on Friday to retrieve crucifixes in ceremonies commemorating the baptism of Jesus Christ.

Hundreds of members of Istanbul's tiny Greek Orthodox community and tourists from neighboring Greece attended the Epiphany ceremony of the Blessing of the Waters. About 20 faithful leaped into the wintry waters of the Golden Horn inlet to retrieve a wooden cross thrown by the spiritual leader of the world's Orthodox Christians, Ecumenical Patriarch Bartholomew I.

Apostolos Oikonomou, a 40-year-old Greek participating in the swim for the fourth year, clinched the cross. "This year I was the lucky guy," he said. "I wish everybody peace and happy new year."

Christians worldwide celebrate the feast of Epiphany as Jesus' revelation to the world as the son of God. While Western Christians mark it as the day the biblical Magi are said to have arrived to view the baby Jesus, Orthodox Christians commemorate Jesus' baptism in the Jordan River.

Some Orthodox Christian churches, including those in Russia, Egypt, Syria and Lebanon, follow a different calendar, and Friday was Christmas Eve, with Epiphany on Jan. 19.

In Bulgaria, young men marked Epiphany by jumping into rivers and lakes to recover crucifixes cast by priests in an old ritual. Tradition there holds that the person who retrieves a cross will be freed from evil spirits.

Priests of Bulgaria's Orthodox Church said prayers for prosperity and blessed the colors of army units, a tradition abandoned by the communist regime in 1946 and re-established in 1992. President Georgi Parvanov greeted the military parade in Sofia, the capital.

In the mountain city of Kalofer, in central Bulgaria, 200 men in traditional dress waded into the icy Tundzha River with national flags. Inspired by the music of a folk orchestra and by homemade plum brandy, they danced a slow "mazhko horo," or men's dance, stomping on the rocky riverbed. Led by the town's mayor, a bass drummer and several bagpipers, the men danced for nearly an hour, up to their waists in the cold water, pushing away floating chunks of ice.

In the Romanian village of Petrosani, north of Bucharest, some 1,000 villagers gathered for a traditional blessing of horses to give thanks for the animals who play an important role in sustaining livelihoods.

"They drag wood and stones for us, and this is a celebration for them too," said Catalin Ristea, a 20-year-old agricultural worker, sporting a cowboy hat on his blonde-streaked hair.

Orthodox priests sprinkled more than a dozen horses with holy water, and horses took part in impromptu log-dragging competitions cheered on by villagers. A tiny Shetland was the star of Epiphany as it doggedly pulled a cart weighed down with 10 locals.

Friday's celebration was crowned by a horse race as riders without saddles or stirrups charged across the misty fields. Villagers ate spicy meatballs cooked on an open grill and washed down with red wine, while children enjoyed swirls of pink candy floss.

In Istanbul, dozens of police in riot gear stood guard at the outdoor Epiphany ceremony as a precaution following past protests by nationalists against the Patriarchate, which dates from the Byzantine Empire.

Bartholomew has called for the reopening of a theology school on an island near Istanbul that trained generations of church leaders, including himself, until it was closed by Turkey in 1971 under a law that put religious and military training under state control. The Halki Theological School closed its doors entirely in 1985, when the last five students graduated.

U.S. Vice President Joe Biden, who met Bartholomew on a visit to Turkey last month, said he hoped Turkey would reopen the seminary.

For years, Turkey has said it is working on a formula that could pave the way for the reopening of the seminary. In August, Turkey's government said it was returning hundreds of properties confiscated from the country's Christian and Jewish minorities over the past 75 years in a gesture to the religious groups, who say they still face discrimination.

In Kosovo, minority Serbs who live surrounded by Albanians in the enclave of Gracanica rose early Friday in bitterly cold weather and cut down oak trees from nearby woods, gathering branches to adorn the entrance to their houses as tradition dictates.

Kosovo was the ancient seat of the Serbian Orthodox Church, which has hundreds of monasteries and churches in a region dominated by ethnic Albanians. Kosovo seceded from Serbia in 2008, but Belgrade rejects its claim to statehood. Albanians in Kosovo are mostly Muslim.

Many Roman Catholics also marked Epiphany on Friday. Across Poland, believers celebrated with religious processions, including a gathering in Warsaw attended by thousands. The Communists banned Poles celebrating Epiphany and it was only reinstated as a state holiday in 2011.

Led by Warsaw Archbishop Kazimierz Nycz, people walked through the city center, sometimes singing religious songs, in a procession that featured camels and people dressed up as the three kings visiting Jesus or in medieval-style clothing.

The Bengals are 0-5-1 ATS in their last six games against the AFC and 0-4-1 ATS when playing a team with a winning record. The Texans are 16-5 ATS in their last 21 home games when playing a team with a winning road record.

The Texans will be excited to play their first playoff game at home and will respond with a ?big win that will cover the number.
